Withybush will never become a regional airport, members of the county economy committee were told by director of development, Roger Barrett-Evans, on Thursday.
Replying to a question from Councillor Steve Watkins on when Haverfordwest Airport is going to get off the ground, the director said: "It will never be a regional airport in that sense. You are never going to catch a plane to Malaga from there, because of the infrastructure costs."
Cllr Watkins replied: "I don't think we are interested in flying to Malaga, but to London, Manchester and Edinburgh."
The director said they were now looking at freight services.
One of the disappointments was the National Assembly had not included Haverfordwest in its latest choice of Welsh routes, which now included Cardiff, Swansea and Anglesey. He felt it made more sense to say Cardiff, Haverfordwest, Anglesey, Cork and Dublin.
