Ability to pay: who decides?

DEAR EDITOR - The proposal that council tax should be replaced by a local income tax that would reflect people's ability to pay makes it very advisable to inquire as to who is to decide another person's ability to pay.

Why should any person's financial situation have to be disclosed to others, apart from the Inland Revenue? The implications of this proposal are very worrying.
