Last chance to comment on council's improvement plan

A consultation period for Pembrokeshire County Council’s ‘improvement plan’ will end tomorrow (Friday).
The council has said they have a “strong expectation” that recommendations from the recent Wales Audit Office and Estyn reports will form the backbone of the improvement objectives.
The consultation contains the following suggested areas for improvement: safeguarding, school improvement and inclusion, leadership and management, planning school places, corporate and political change across the council, a review of adult social care, town centres, waste and recycling, and crime and community safety.
The kinds of actions that might be taken in each area are outlined in a brief questionnaire, which is available on the county council’s website.
The consultation ends tomorrow, February 22nd, and the final plan will be on the cabinet agenda for its meeting on April 15th.

This would immediately enable the council to streamline the top heavy management team and appoint a CEO with specific responsiblity for Education. Making an immediate saving of a quarter of a million pounds.
Traditionally in local government the largest and most expensive department is Education. The best alternative would be to direct the funding straight into the school budgets and let the professionals get on with the job of teaching our children.

Giving the responsibility for such a complax service as Education to small local councils in 1996 was in my view a huge blunder. The cost has been enormous. Not only in terms of inflated costs to ratepayers because of the duplication of having to pay CEO's, Directors of Education and their bureaucratic minions large salaies, but clearly the evidence points to schools being unable to work collaboratively and share areas of best practice that is such an important part of Professional Development.
It will be seventeen wasted years in April since the Education service was needlessly carved up. Sadly for me one of the underperforming Authorities is in Pembrokeshire where the councillors seem unable or unwilling to do much about it.

Directing that money straight into the schools would make the need for highly paid CEO.s and and his bureaucratic empire redundant.
