An attempt to get a court injunction to stop a pay-off to Pembrokeshire County Council chief executive Bryn Parry-Jones has failed.
An application for an injunction was submitted this afternoon (Friday) for review by a High Court Judge.
But the injunction bid failed.
The injunction was being sought by Labour Group Leader Cllr Paul Miller.
Earlier, the Wales Audit Office had lifted a notice preventing the council paying off Mr Parry-Jones after talks agreed that £52,760 of potentially unlawful payments were removed.
That left a pay-off of around £280,000 on the table.
But Cllr Miller wants any new deal to go before another meeting of council.
He has also called for the disciplinary investigation into Mr Parry-Jones' conduct to be completed.
