People going to Tesco in Milford Haven today (Sunday) were shocked to see armed police ordering two men to the floor at the town's railway station.
The incident happened at around 1pm.
Witnesses said the men were being told to lay on the ground by armed officers.
A Dyfed-Powys Police spokesman said on Monday: "Two 17-year-olds were arrested at Milford Haven Train Station on Sunday, March 29, on suspicion of possession of controlled drugs with intent to supply.
"The arrests were made at approximately 1pm.
"Both remain in police custody."
One teenager is from Milford Haven and one from London, police said.
The spokesman confirmed to the Western Telegraph that armed police officers were in attendance.
