Cabinet agrees 4.2% council tax rise recommendation


Council tax in Pembrokeshire is set to rise by 4.2% this year, the county cabinet agreed on Monday.

The cabinet met to discuss the £193.2m budget for 2009/2010 and accepted a recommendation that the Band D council tax rate should be £665.34.

That is an increase of £26.81 on 2008/2009, a rise of 4.2%.

The recommendation will now be voted upon at full council in due course.

The final bill that arrives on the doormat will also include the Dyfed-Powys Police precept and the precept from your local town or community council.

Leader, Cllr John Davies said: "It could be argued that this year was the year to somehow dive into the reserves and keep the tax increase to a very bare minimum.

"The fact remains that we have a responsibility to maintain services," added Cllr Davies, who explained that the tax increase was for the "long term good."

"We do have the lowest council tax in Wales by far and we also have some of the best services in Wales and that is an achievement.

"What we are looking at is a 4.2% increase in council tax, which some would argue is around the inflationary rate at the moment."

Cllr Davies argued that the effect of the increase would hit Pembrokeshire householders less than those who were faced by council tax increases in neighbouring counties.

He said that the Band D rate in Pembrokeshire would increase by just over £26 while the rate in Ceredigion would increase by £41.

None of the other cabinet members elected to speak on the subject and all voted in favour of the recommendation.

Cabinet also agreed to the recommendation that council house rents be increased by 5.9% from April 6th, pending a formal determination being issued by the Welsh Assembly Government.

The effect will be that the average weekly council house rent will rise from £55.94 to £59.24.

Guidelines from the Welsh Assembly suggested that the increase was needed to balance the council's housing accounts during the next financial year.

"Most of this is outside our control, so we find ourselves having to increase council house rent by 5%," said Cllr John Davies.

"However, a huge percentage of our tenants do not actually pay full rent, some don't pay rent at all.

"The fact remains that we as an authority wish to keep hold of our housing stock. We can do that by following the formula given to us by the Welsh Assembly."

The Council Leader refers to the reserves, and discounts the use of these to offset all, or part, of the proposed Council Tax increase.

For the financial year 2007/8, it was originally proposed to use £4.5m of earmarked reserves towards the Capital Programme, but actually used £9.4m, an additional £4.9m.

For 2008/9, the original estimate was £7.4m and the revised outurn estimate is £12.9m, an additional £5.5m.

Is it right that current council taxpayers, who contributed to this additional £9.9m of earmarked reserves, should be required to fund the current Capital programme to this extent? After all, these assets have a "life" of up to some 30 years and will be of benefit to future taxpayers who will not contribute or share in the cost of providing them.

Should we demand that Councillors exercise some balance between the "long term good" and current Council Taxes? It would help if these issues were discussed in public.

billbob... from the council reports on its budgets. ALL agendas reports and minutes are now freely available on the council's web-site, but for some reason they do not seem keen to let on.
If you want to know what they do with our money, I suggest you start by looking at the original budget for 2008/9 ( Cabinet 4 February 2008) Page 32 shows how the planned capital programme totalling £40.4m was to be funded. ( Note the £6.9m to be funded by borrowing and the £7.4m from Earmarked reserves)

The Budget for 2009/10 year is available ( Cabinet 9 February 2009)
Page 33 shows the revised estimate for financing the 2008/9 revised programme of £51.8m.( Note no contribution from borrowing but £12.9m form earmerked reserves).

The summary of Earmarked Reserves are shown as appendix B to both report, but these tables are beyond comprehension. You need to compare a run of these over the years to get an idea of what is happening and how much the Council is sitting on.There is no other information.
Like me, you may wonder what the budget reports tell you about what the council intends to spend our money on from year to year,and how Councillors can approve such lists of figures.

If you look harder , you will find that Pembrokeshire does not have the "lowest Council Tax in Wales" and never has. Just another smoke and mirrors job from Kim Il John Davies!

Perhaps they could take a look at the website of Hammersmith and Fulham Council who REDUCED their Council Tax by 3% (for the second year). www.lbhf.gov.uk

Dave, have you the £2million "profit" pa from Toll Bridge charges in mind? This is unique to Pembrokeshire and reduces the call on our Council Tax?

But what are we as rate payers getting thats so good ??

I pay for the bridge,as do thousands of others which pays for itself.

I recycle, which even costs me money because my mrs has to wash everything before it goes to the bag.

I take my rubbish bags down the tip myself, in my own black bags because the councill dont provide enough.

Now i have to pay to use the tip if i try to update carpets etc!!

I've had to drive on black ice, snow because the council doesn't deem my area as important for salt !.

Im forced to look at that utter twonk Davies smarm on tv about how good we have it in Pembs, whilst giving himself inflation busting payrises for years, surrounding himself with brown nosing idiots who are only interested with getting on the right committee who pays the best money.

Do i sound a bit pizzed off ?, well your **** right i am, i sihte the lot of them !

I understand the cabinet approved the budget without dissent.What is the point of elected representatives if they just nod through proopsals from officials.
According to our leader,the increase is 'around' inflation.Inflation is 3%, not 4.2% and is likely to go down significantly over next year.I will be watching points carefully to see what we rises we have next year. No doubt Cllr Davies will blame any rise on the WAG.
Pembrokeshire voted for independent councillors.This is what they get, a council run by paid officials, not elected members and groupings.When will they learn?

just to add that the Local government association has just announced that rate rises in England will average 3%
In Scotland rates have been frozen.
Don't think our 4.2% is so good after all Cllr Davies.
