'Heads should roll' at top of county council after damaging reports

Further calls have been made for senior members and officers of Pembrokeshire County Council to fall on their swords in the wake of scathing child safeguarding failures being made public.

Long-standing and systemic issues regarding allegations of professional abuse were uncovered and Pembrokeshire County Council was accused of putting its reputation before the safety of children.

Despite numerous damning issues being identified – including children not being listened to when making abuse allegations – council leader Cllr John Davies ruled out any resignations. He said they would “do what is necessary and not a knee-jerk reaction.”

That has led to four opposition county councillors writing a joint letter calling for the resignation of chief executive Bryn Parry-Jones, Cllr Davies and others.

The letter, signed by councillors Mike Williams, Tony Brinsden, Mike Stoddart and Viv Stoddart, says: “The Western Telegraph editorial in the wake of the two damning watchdog reports correctly says that if the top people at the council were running a business ‘heads would roll’.

“Leader John Davies says that safeguarding children has always been a priority – not so.

“As one report makes clear, the council put its reputation before the safety of children.

“There’s a catalogue of instances when this was the case, all under the watch of the leader Cllr Davies; chief executive Bryn Parry Jones; the director of social services, Jon Skone; and the cabinet member with responsibility for children Cllr Huw George.

“They should consider their positions.”

That position was backed up by Michael Howells, the respected former Pembrokeshire coroner.

In a letter to the Western Telegraph, Mr Howells said: “In the face of such a report, anyone with a shred of moral integrity would have immediately resigned. The events described happened on the watch of the chief cexecutive and the leader of the council. They carry the ultimate responsibility and only their resignations will adequately recognise that they accept that responsibility.”

Mr Howells added: “I also have to express surprise that the First Minister of the Welsh Government has not written to both of them ‘requesting’ their resignations.”

The entire cabinet and all those with any connection to this who did not protect the children and continue to put thier position before our childrens safety need to go now.

How are we the electorate and paymasters to have confidence in our council if it continues in the same way with the same officers and the same senior councillors in charge, supported by a majority of Councillors?

Officers stand accused of not providing councillors with the information that allows them to fulfill their statutory duty to represent us. There is no reason to suppose that this only affects the areas identified by external independent investigations.

All Cabinet members are collectively responsible for advising the council, the remaining 52 councillors, based on advice given to them by officers. A cosy relationship for chief officers with a policy less political club willing to follow and support a lead.

Why do independently elected councillors choose to join a Group, and apparently give up independent thought?

The system of Scrutiny of the Cabinet and delivery of our services has also failed. How could it develop and succeed as intended if committees are not openly and fully informed?

Undoubtedly there are good services that have been, and are being delivered by hard working officers on the ground.

The majority of people who comment on here are under no illusions as to the incompetence of the top tiers off the PCC who seem to be “untouchable” in their positions.
What I would like to know is, how can we see these people brought to justice and sacked.
Or is it in the hands of the WAG.

My own view,Neil,is that there will be a number of 'quiet' early retirements in the top tiers of PCC shortly. That is the way these things are normally done.
I am also interested in what will happen to the senior elected councillors who have been involved. I suspect they will be hoping,indeed expecting, if previous PCC elections are anything to go by, that the electorate will have forgotten this by next May.

Neil... According to the Leader on BBC Wales he admitted that it is in the hands of the Police who are investigating 25 cases of physical harm and inappropriate punishment to children who were harmed by staff employed within education.

I think it is well within the public interest to try these people in court in order for us to know the full details of what actually went on, over what period of time (longstanding and systemic). The procedure to safeguard these children was waivered because of poor leadership of elected members and paid directors. A concoction of Scrutiny Committees not allowed to scrutinise staff who are paid public money and tails wagging dogs has indeed resulted in no current leadership within the authority.

They are touchable.... and the petition can start here as a vote of no confidents, to get those dismissed with immediate effect from their high paid positions, without any financial gain ie pensions, redundancy etc.

Why didn't they just hold their hands up and say 'We have made some very disturbing mistakes, we need to get this right?'

Our Cabinet meets on Monday, Item 6 on the Agenda is a Report by the Chief Executive in which it is invited to give consideration to both Inspection Reports.
(See Cabinet Meetings and Agendas on the Council's web-site.)

I wonder if the Cabinet will consider taking the lead and initiate remedial action on the Council wide failings in corporate governance procedures.

Cabinet members will receive yet another oral report at a meeting with no written report being available for their prior consideration. Minutes to be available after the meeting.

Can't believe all this. I was sacked from pcc education dept in jan 2006 after whistle blowing on my line manager in the youth service. I brought a list of allegations from various colleagues against the same employee, just before Easter 2005. I witnessed his behaviour and in my opinion, despite not being an expert, all the indicators were there for an adult involved in grooming and abusing young children. The council found him guilty of 5 cases of 'inappropriate behaviour with children' and the whole matter was brushed under the carpet. I was sacked for 2 reasons: for refusing to partake in mediation with him to settle our 'differences', as our differences would not be settled other than by his resignation/sacking - the man was/is in my opinion a danger to children; and secondly, for refusing to work alongside him if I returned to work. I was made to feel like the like the one at fault. At the onset of the complaint, my name was disclosed to the employee and he made my working life hell for several weeks before I was unable to face him any more. After the event I learnt that not only had he not been dealt with appropriately by pcc but he had been given MORE autonomy to work 1-2-1 with children in the county. I was so disheartened with the UK that I left the country for 2 years. This same man has only now been suspended, and that is only due to outside agencies forcing pcc's hand. The ONLY concern pcc had regarding the matter in 2005 was keeping the whole thing as quiet as possible to protect the 'good names' of the council and of the ed dept/council hierarchy. Child protection appeared to be a minor concern. So to those now feigning concern including Cllr. John Davies who states that the well-being of children 'is now and always has been' a priority of pcc - CHECK YOUR RECORDS and tell me why you allowed this to continue for 6 years longer than necessary.

Sue T/K, My heart goes out to you. Unfortunately there are too many people who have been over-looked, black-listed etc because they do not want to comply with PCC's twisted view of the world. Repeat the details of your story to Leighton Andrews and Kevin Towler of WAG and the Dyfed-Powys Police. I understand that an erstwhile member of PCC 's Education Department was arrested for curb-crawling several years ago and many will now make the link between his activities and all subsequent cover-up. There is a sinister element at play here and together we must put an end to it.
