Roadcast 2-5 days weather forecast:
Staying cold and unsettled. Mostly cloudy tomorrow afternoon but largely dry. Clear spells overnight and becoming very cold, especially over lying snow on high ground with road surface temperatures well below zero.

 

A few light snow showers possible. Bright on Sunday with the odd light snow flurry. Dry later and for most of the night but road surface temperatures will recover later in the night as a band of rain and snow moves east.

This will linger on Monday, turning to rain at low levels through the day and it will ease off - confidence low on accumulations. Dry overnight with road surface temperatures below zero. Another band of rain and snow likely on Tuesday. Any sleet or snow becoming more showery by midweek and staying cold with road surface temperatures below zero each night in most places but with a reduced risk of snow.

Utilities
Ø     Western Power have had numerous power lines disrupted in the county, mostly high voltage lines. Approximately 1,000 households left without power. Western Power is no longer having issues with power tripping. 50 to 60% of households should have electricity restored by 5pm with the remainder by 11pm. Individual households which have not reported faults may not be attended to.

Ø     Vodafone signal down in Fishguard area

Road
Issues:
Treatment/Gritting

The three closed roads (B4329, B4313, routes to Tegryn) cannot be cleared tonight due to strong drift. They will remain closed till clearance work can begin tomorrow.

Pre-salting of roads tonight. Secondary routes will be gritted at 7am tomorrow in North and South East of the county.

Priority for tomorrow morning is to clear the snow drift from the north of the county as wind drops.

Arrangements have been made for emergency access to these areas.

Road Closed:

Ø     B4329 New Inn to Eglwyswrw road remains closed.

Ø     B4313 will be closed for the rest of the day between Llanychaer & New Inn due to snow conditions.

Ø     Road between Crymych and Tegryn will remain closed overnight.

Ø     A4075 Carew to Canaston Bridge closed at Carew village to flooding. Pumps currently in operation.

Ø     Road between Rosemarket and Neyland closed by Railway Bridge due river bursting its bank. Situation will be monitored and assessment made at 6 am tomorrow.

Road Blockages due to snow / trees:

Ø     A478 Pembrokeshire - The carriageway is moving but passable with care.

Ø     Road between New Inn to Tufton (B4329) as well as Maenclochog area have been cleared but issues with snow drift. Roads are hazardous.

Ø     Roads around B4313 are becoming blocked due to stranded vehicles. Report roads from Pontfaen to Newport and Puncheston to B4313 blocked

Flooding:

Ø     Surface water flooding calls across county and ice are expected over the weekend.

Ø     Stream at Rosemarket burst his banks in 2 places

Ø     Flooding around Carew village and surface water flooding in the South of the county.

Council Services
Ø     Social Care: Arrangements have been made to ensure critical care services have been and will be delivered today and over the weekend

External Services
Ø     Good Neighbouring Scheme: Good Neighbours schemes have been activated and providing door knocking services to ensure welfare of the community, especially in area of power outage.

Weather, traffic, power, flooding, and services update from Pembrokeshire County Council
 

Weather update:

Mainly cloudy this afternoon with snow and sleet becoming quite light and showery, turning more to rain at low levels.
The North East of Pembrokeshire will continue to have a risk of light sleet and snow overnight but elsewhere rain and sleet showers are more likely.
Colder and drier tomorrow morning with a few light flurries of snow or sleet. Road surface temperatures below zero in places at first and again at the end of the night and tomorrow morning.
Around 1-2cm further accumulation possible this afternoon on the hills
Snow drift is exacerbating situation and hampering any clearance efforts on road in the north east.

Power and phonelines


Around 1300 households are still affected by power cuts. Properties include those in:
o Crymych  o Clarbeston
o Milford Haven  o Clynderwen
o Goodwick & Fishguard  o Newport
o Narberth  o Haverfordwest

The Vodafone signal is down in the Fishguard area.


Roads


 Road between Crymych & Tegryn is still closed. Road Inspector is on attendance to explore alternative routes as drifting hampering efforts.

Weather update

 Precipitation falling as rain in western and southern areas of Pembrokeshire such as Milford Haven. Precipitation falling as snow in Northern and Eastern Pembrokeshire such as Letterston and Crymych with drift issues. Crymych is still experiencing heavy snow.
 

Phones and power

An estimate of around 5,000 households are currently without power, including properties in Broad Haven, Narberth area, Tiers Cross, Llangwm, Rosemarket. The power could be down for up to six hours.
The BT network is down in certain places across Pembrokeshire. New: BT Cables are down at Molleston, Templeton.

 B4313 still closed between Llanychaer & New Inn due to snow conditions but the lorry has been removed at Morvil Hill.
 The B road has reopened between Tiers Cross and Murco refinery 
 Road between Crymych & Tegryn is closed
Road Blockages due to snow / trees:
 A478 Pembrokeshire - The carriageway is now moving but passable with care. Conditions around Crymych are hazardous.
 A40 Penblewin Eastwards is passable with care

 Most of the trees down in the North have been cleared. Crews attending further fallen / dangerous trees in the Broad Haven area to make safe.

 Significant pooling of water on several roads due to drainage channels blocked by slush/snow. This includes the A477 near Sageston and the Carew – Tenby road near Gumfreston. Flooding on roads from Ridgeway to Manorbier. Flooding in Jordanston

Streams at The Commons, Pembroke is topping and flooding car park. This is linked with problems with the control system on the barrage. The pond will be empty manually this afternoon once tide is turned.

Dyfed-Powys Police advice to stay safe in adverse weather conditions:


• Please do not walk on frozen ponds or lakes, the water may not be frozen underneath the surface
• Please be aware that while the roads may look clear, they may be icy.
• If the roads are treacherous and have not been treated with salt please only drive if absolutely necessary and then drive slowly and carefully, allowing extra time for your journey. If you have to travel please take a shovel, appropriate warm clothing, a hot drink, some food – and a fully-charged mobile phone.
• If you have to drive in snow or ice use your dipped headlights, try not to make harsh, jerky manoeuvres, keep in a high gear and don’t brake too fast. If you should need to abandon your vehicle make sure it does not block the carriageway for other road users.

Update from Dyfed-Powys Police

Dyfed-Powys Police is warning members of the public to take care where snow has fallen and to take sensible precautions.

Police Officers throughout Dyfed-Powys have been going the extra mile to protect residents and 4x4 vehicles are available in areas that have been worse hit by the weather, to enable officers to respond to emergency calls.

With the severe weather conditions set to continue for the rest of the day and freezing temperatures to remain over the weekend police are asking the public to use the 999 system responsibly and only in cases of real emergencies – and for all non-emergency matters call 101. Officers will be on patrol in town centres.

Chief Superintendent Huw Rees said: “We are continuing to work hard with our partners to ensure that we provide an effective service in response to incidents. I would also like to remind people of the need to take sensible precautions in heavy snow and not to place themselves at risk unnecessarily.

“We advise people to keep an eye on the weather forecast for their area and only travel when necessary. We have measures in place to respond to emergencies and are working closely with our partner agencies to reach the people that need us most.

“Whenever there are issues that arise that affect all public agencies in Dyfed Powys senior staff meet to discuss any problems or areas of concern. The group has met this morning and have reported that all essential services are running throughout the four counties. There are some changes in non-urgent services and residents are encouraged to visit the agencies websites for full details.

“The snow is forecast to clear from the west throughout the day, but snow will continue to fall in Powys. Overnight is expected to be dry, and temperatures are likely to plummet. The snow that has fallen will take time to clear as temperatures over the next few days will remain very low, particularly through the night.”

Western Power have had numerous power lines disrupted in the county, mostly high voltage lines. They are flat out trying to address these but have been hampered in trying to deploy extra crews to the area due to road blockages on the M4 and elsewhere. The number of new calls is however tailing off.

A40 Pembrokeshire - The carriageway is just passable between Penblewin Roundabout and Blackbridge Roundabout in Whitland, because of snow.

A477 blocked between Red Roses and St Clears, because of a fallen tree.

Road between Maenclochog and Llangolman near Capel Llandilo is blocked due to snow and trees.

Bus Services: services are running reasonably well.

430 Bus services is not running due to problems in Crymych area.

All bus routes in Pembrokeshire are operating normally apart from Service No. 430 in the north of the county which is not running because of heavy snow in the Crymych area.

Hywel Dda cancels clinics:

Due to the weather a number of clinics at Withybush and Tenby Hospitals have been cancelled.
Every effort has been made to contact patients to advise them not to attend.
The cancelled clinics at Withybush Hospital are:
Ear, Nose and Throat with Medi Thomas, Ophthalmology with Mr Brown
Partial Cancellation, Thyroid Clinic with Dr Underwood.
Cancelled at Tenby Hospital:
Dermatology, Withybush Hospital still running at present.
With the weather as it is there may be more cancellations later this morning; patients should ring the number on their appointment letter to check before attempting to attend pm clinics.

Latest update from Pembrokeshire County Council re situation around Pembrokeshire.

 

From Met Office: Some drifting is to be expected in the strong south-easterly winds with snow accretion on power lines etc possibly causing some problems too. There will be a tendency for the snow to turn to rain/sleet in parts of Pembrokeshire.
 

Issues:

 The road is closed between tiers cross and murco refinery due to power cable down. Western Power attending. Will remain closed for a few hours.
 2 main power cables city road and highlands avenue in Haverfordwest. Western Power informed.
 Trees down between south dairy and Wiston.
 Road Closed between Carew and Carew Cheriton due to flooding.

 Road reported blocked on the B4313 by New Inn.

Snow fall overnight as predicted. Current precipitation still falling as Snow/sleet in Higher and eastern areas of the county. Snow to turn to rain in western and lower areas and continue up to 9.30.
All main routes are passable with care.

 Trees and overhead lines down in various areas causing some road blocks.
 Mountain Road closed the B4329 since 6am.
 Reports of flooding around Gumfreston, Sageston and Carew.
 Tanker stuck in A40 Pengawsa crews are attending.
 Concentrated efforts on the A478 to clear.
 Gritting crews will concentrate on secondary routes in the North of the County later this morning.
