Pembrokeshire could end up with two levels of policing - one for the rich and one for the poor - if community councils fund their own community policing.
This danger was pointed out by councillor Bill Philpin at the recent county council meeting.
Cllr Philpin asked leader John Davies to explain the reasoning behind the police appeal to community councils for funding on top of the substantial cash they receive.
Cllr Davies said the appeal followed a Home Office decision to reduce the number of PCSOs from 26,000 to 14,000, which made police funding difficult.
