The need for disabled access clashed with issues of parking spaces at a meeting of St Davids city council.
The majority of councillors voted against the addition of a disabled bay near the secondary school, They said this would not be the best use of the space, and would reduce the number of parking bays in the area.
Cllr Sian Williams was against losing a bay to this exclusive use and said it was needed by parents taking their children to school.
The council also considered a proposal to construct a footway build-out to widen the pavement next to No. 16 Cross Square, with the possible addition of a new crossing.
A letter from the traffic manager stated the footway was 0.45 metres wide at this point, which was inadequate for wheelchairs and prams.
The proposal would remove a limited waiting parking space.
Cllr John George added that hundreds of people had complained about the issue of narrow pavements, which were difficult for the elderly and disabled to negotiate.
He said: "It's very dangerous. I think it would be better if we all walked a bit more and left our cars at home."
A parking space outside the chemist has also disappeared in recent months, and councillors wanted to know if they could have it back if this new scheme goes ahead.
Cllr Williams said: "We are short of parking bays in St Davids, they have been cut down over the last few years, and we are now talking about losing another two."
"We are losing spaces willy-nilly, and we have to stop somewhere.
"I don't think we should agree to this unless we get the other space back."
Mayor Glenys James suggested calling a meeting with the access officer to find out about future plans for the city.
