The long running saga of an "eyesore" house in Newport has cost Pembrokeshire Coast National Park £77,000.
Planning problems, complaints and appeals have surrounded Bettws Newydd since plans for the house on the Parrog were submitted and approved.
Monitoring officer John Parsons, found that a number of mistakes had been made during the planning process which has resulted in a house larger than anticipated being built.
Retrospective planning for the house was refused by the authority but overturned on appeal to the planning inspectorate.
Mr Parsons highlighted 15 "shortcomings" in the process and has recommended a number of changes to be made to ensure a similar problem does not occur again.
"It is fundamental to the performance of this authority in future that it recognises its short comings and is resolved to take all action in its power to prevent a repetition," he told members this morning.
