Fire crews used hydraulic cutting equipment to free a casualty trapped in a car that had left the road on the A40 at Windy Hill.
The car ended up down an embankment on the Fishguard Road out of Haverfordwest at around 5.30pm on Saturday.
Two casualties were in the vehicle. One was released before fire crews arrived on the scene but the other was trapped and had to be freed by fire crews.
Both casualties were taken to hospital by ambulance.
