There will be no dualling of the A40 until at least 2015, says Pembrokeshire County Council leader John Davies.
Speaking at a recent cabinet meeting, Mr Davies said this was the official timescale.
The announcement came during a discussion on the latest EU Structural Fund programme for 2007-2013 which will supersede the Objective One programme.
The Convergence ERDF programme offers as much money as Objective One, said deputy leader John Allen-Mirehouse, but so far it was not being taken very seriously.
He stressed the need for infrastructure, including roads, and the crucial role of the Pembroke Dock Technium.
He also drew attention to the nth degree' infrastructure progress being made in Ireland.
The leader said one explanation for the lack of interest in the programme was the disappointment many felt over the distribution of Objective One funding and the fact that the base was in Cardiff.
